Response to Intervention (RTI) is a multi-tier approach to the early identification and support of students with learning and behavior needs. The RTI process begins with high-quality instruction and universal screening of all children in the general education classroom. Struggling learners are provided with interventions at increasing levels of intensity to accelerate their rate of learning. These services may be provided by a variety of personnel, including general education teachers, special educators, and specialists. Progress is closely monitored to assess both the learning rate and level of performance of individual students. Educational decisions about the intensity and duration of interventions are based on individual student response to instruction. RTI is designed for use when making decisions in both general education and special education, creating a well-integrated system of instruction and intervention guided by child outcome data.

The Phalen Leadership Academies has a culture of respect for individual differences. This respect extends to scholars with special needs of any kind, including those scholars with IEPs, English language learners, scholars who are intellectually gifted, and those at risk of academic failure. PLA has an inclusive classroom model, meaning - we pull out scholars from their mainstream classrooms as little as possible. Our teachers are trained to employ research-based strategies with a sensitive eye to the needs of each individual scholar. We treat our scholars with special needs no different from our non-special needs scholars: each and every child will receive a differentiated education.

Special Education
This page was created to help you navigate the complexities of identifying and serving scholars with Special Needs. If a scholar is struggling academically, that child may be a good candidate to begin our RTI Process. RTI stands for Response to Intervention and it can be used to help identify students with specific learning disabilities. For information regarding our RTI process, please refer to the RTI Manual. If a scholar has already been identified with a learning disablity, please refer to our service guidelines in the Special Education Manual.
FAQ:
1. What do I do if a parent requests testing?
Answer: Inform the building principal and National Team by submitting the request using this form:
If the parents submitted the request in writing, give the written request to the building principal or special education director.
2. What do I do if I suspect a child has a learning disability?
Answer: Notify the Teaching and Learning Coach, the building principal, and the Special Education Director via email and complete the RTI Referral Form listed below. The RtI process will then begin. If the child is already on an RtI plan, then the team will be convened to discuss an educational evaluation. Please refer to the following RTI Manual for additional information.
